If you're playing the Wii version of Pangya, this is how to unlock Quma:

If you start a new game and choose Hana, then Quma comes as Hana's default caddie.

If you choose Scout then you end up with Pipin, then you'll have to buy Quma with Pangya points.

btw, disregard if you've already figured out how to unlock Quma. and I know that this comment is 3 years old! ^,^
